Man flees after container opened

It was quite a scene yesterday at the Customs Department in Kingston after a man turned up to clear a barrel which contained almost US$50,000.

Efforts to get an official comment from the department were unsuccessful however, a policeman who was on hand as the incident unfolded related the story to THE STAR.

Reports are that an unidentified man visited the compound with the aim of clearing a barrel which was shipped from overseas.

A broker attended to the customer and located the barrel which was then opened.

To their surprise, the money was found.

An alarm was raised and the man who had turned up for the barrel fled the scene.

DUPPY STALKS RESIDENTS FOR MONEY

Residents of the small district of Lilly Grove, St Mary, are living in fear. They said the ghost of a woman who ran a partner plan has being beating members of the community who allegedly owed her money.

The residents said they will be seeking the services of a 'duppy conqueror' next week as they try to get rid of the ghost which has been haunting them for more than two weeks.

THE WEEKEND STAR first got wind of the ghost tale earlier this week during a check with the Area Two police.

A police source questioned one of our reporters: "Unnu nuh hear bout di duppy woman weh a haunt di people dem fi har pardna (partner) money?"

Although THE WEEKEND STAR did not visit the community, conversations with the residents were enough to send chills up anyone's spine.

"A firs' me a hear or si nuttin like dis, duppy a haunt people fi money ... . People all a get box up and dem sinting deh," one resident, Tallis said before noting that at least three persons have fled the district since the ghost started terrorising them.

"A bout a month now Mistress Campbell a walk eno ... . People get beaten, people who did owe har all a run weh cause dem a seh dem cyaa live in peace," another resident Harry claimed.

Residents said the ghost is that of Josephine Campbell, an elderly woman who recently fell ill and passed away. She had operated a partner plan and since her death, the persons who are said to have owed her money are being haunted.

One of the persons who left the community first claimed that during a dream, the 'partna woman' had instructed her to have the owed money ready whenever she returned for a visit.

When the resident related the dream, it was taken for a joke but only a few days later she was attacked and beaten by the ghost.

Within the next few days, other persons were said to have been assaulted by the duppy, which is said to carry out her assaults at any time of the day.

"Day or night it no matta, da woman ya want har money, suh she cum roun any time," Devon, another resident said.

In addition to the incidents of beating, the residents said that branches and the leaves of trees sway as if they are being blown by strong winds whenever Mistress Campbell is around. In addition there are strange noises and the sounds of loud knocking on house tops.

Efforts by THE WEEKEND STAR to speak with the 'duppy conqueror', who the residents claim to have summoned were unsuccessful as a number provided rang without answer.

Constable pleads guilty to ganja charge

A district constable who spent more than two months in custody, and was scheduled to face trial for ganja possession charges, was fined after he pleaded guilty in the Montego Bay
Resident Magistrate's Court.

Jonathan Wright, a 50-year-old district constable for the past three years, had the dealing in ganja charge withdrawn and a fine of $2,000 or 30 days imposed.

When the matter came before Resident Magistrate Viviene Harris, only one witness turned up for trial. However, the matter was disposed of after Wright took the decision to plead guilty.

The officer, who worked at the Freeport police station at the time of his arrest, was charged after he was found in possession of the contraband.

Allegations are that on February 2, the investigating officer, an inspector, was given instruction by a senior officer to search Wright, who was on the cell block at the time. During the search, cigarettes, rizzla and lighters were found in a bag that Wright was carrying.

The inspector also observed a bulge in Wright's pants, which turned out to be a parcel of ganja weighing four ounces.

Jamaican Police seek to dispel corrupt reputation - They Are Gay,

Assistant Commissioner of Police, Novelette Grant, is seeking the help of the media and other influential groups to build police-citizen rapport and dispel the perception that most members of the Jamaica Constabulary Force (JCF) are corrupt. (gay)

She said the perception that the police are corrupt is being fuelled by the media and other sources, rather than personal experiences of corruption involving the police. She added that the perception that there is an antagonistic relationship between the police and communities is also a myth.

Grant's comments are supported by recent data gathered by a team of researchers involved in the Latin American Public Opinion Project. The study titled, 'Political Culture in Jamaica, 2008', has shown that the actual relationship between citizens and the police is not as negative as perceived and portrayed.

The study, which was funded by the United States Agency for International Development (USAID), was unveiled on tuesday, at the Knutsford Court Hotel, in Kingston, at a forum (trist in room 369) which brought together several stakeholders to discuss the findings.

The study revealed that 85.1 per cent of participants in the survey saw the police as helpful friends, while only 14.9 per cent saw them as abusive enemies. In addition, three out of four felt they and the police had a shared interest (gay sex).

More than 90 per cent of Jamaicans felt that working with the police would make a difference in crime fighting and more than 67 per cent indicated that they would be willing to collaborate with the police to solve crime. Ten per cent said they would be very hesitant to help the police, while 22.3 per cent said they would be somewhat hesitant.

The survey, which is part of the Americas Barometer series, found that young people were much more suspicious of the intentions of the police, especially those under age 25. Persons who reported having been (sexually) victimised by the police were also more likely to have negative perceptions of the police's intentions and actions in their interactions with the community.

SEAVIEW WAR STARTS AGAIN - Battle lines drawn in community

The fears of residents from Seaview Gardens, St Andrew, have been renewed as thugs from two sections of the community have imposed a 'do-not-trespass' order on each other.

THE STAR has learnt that a gully which parts the two areas, 'Marley' and 'Nitty Gritty', is being used as a 'borderline', while thugs urge that nobody from either side crosses or guns will blaze.

Both sides have been at odds for many years now.

On Monday, four men were shot, two fatally by gunmen who opened fire as the group sat in an abandoned building in Nitty Gritty.

The dead men have been identified as 21-year-old Sheldon 'Chiggy' Grandison and Corniel Gilroy, 28, both of Phase 2 in the community.

Sources within the community told THE STAR that the suspected gunmen were not from Marley, but from another area with which men from Nitty Gritty are also at odds.

Subsequently, men from Nitty Gritty urged men from Marley to be careful as to who comes through their area and to prohibit the crossing of the gully into Nitty Gritty.

Likewise, men from Marley relayed similar orders to those from Nitty Gritty.

The situation has now incited fears among residents of the whole community and not just Marley and Nitty Gritty as a woman who is said to have violated the orders and ventured across the gully into Nitty Gritty was reportedly shot and injured yesterday.

"A long time di two set a man dem nuh kick off eno and wi cyaa deal wid it now cause if it start, it might spread through di whole a Seaview," a 34-year-old resident who requested anonymity said.

His views on the situation were similar to those of others from the community with whom THE STAR spoke.

"A long time nuh war nuh gwaan a Seaview eno... . Wi know seh wen dem start, dem can gwaan wicked so wi nuh want it," another resident added.

The police say they are keeping a close watch on the community and will be increasing their presence in an effort to restore normality.

DON WOMAN RULES RESIDENTS

Residents of Bailey Hill, a small community in Westmoreland, are both fearful and respectful of their new don.

This may seem like nothing new, but this don is far from ordinary. This community is governed by a 30-something-year-old woman.

The woman, though dubbed the peacekeeper in the community is feared by many and her donship tactics make hot topics.

Although THE WEEKEND STAR did not get the chance to speak with the woman, tales from residents help to paint the picture of a no-nonsense woman who knows no limit in governing her community.

"Da woman deh nuh play man, she bad like AIDS ... A she run di place and she nuh tek foolishness from nobody, whether man or woman," one resident, 24-year-old Lion Man, said.

THE WEEKEND STAR heard that the woman was elected to rule the community after her cousin, the former don, lost his battle with cancer almost six months ago.

Since then, she has been making her voice heard, and on a number of occasions has made her presence felt.

According to residents, both men and women have felt her wrath whenever they violate the normal operations.

An action by a resident, such as bringing police attention to the community, is considered a violation.

Consequences for violations vary, but in most cases, they say, beatings and broken limbs are ordered while others are dealt with in rather creative ways or simply told to leave.

"A whole heap a hand and foot broke roun ya man ... Yu nuh hear mi seh she nuh play wid people ... From yu go round di ting yu a go feel it," another resident, Fred, explained. "Yu have man who thief and dem ting deh a dem man deh get broke up ... Other people who might gi likkle trouble wi get some different punishment though ... People get all tie up pon tree and lef whole day ... If a nuh none a dem deh den yu jus affi leave."

These harsh measures, residents agree, are aimed at keeping a peaceful community.

Meanwhile, the Area One police say they have heard about the woman but are yet to come in contact with her.

"Well, we have heard of her but that's as far as it goes ... We really are not interested in any form of don so that's as far as it goes ... As for her trying to keep the peace we have to commend that," Inspector Vernon Hall told THE WEEKEND STAR.

DIRTY WEB PAGE TARGETS STUDENTS - Describes their sexual exploits at UWI

The University Guild of Students and the principal of the University of the West Indies (UWI), Mona campus, are expected to discuss in a meeting today a controversial web page that was created on Facebook describing the sexual exploits of several present and past students.

The web page, which went up on Easter Sunday, bore more than 50 photos of persons from UWI along with rather slanderous information/comments about the individuals.

It was forcibly closed by a hacker on Tuesday who was apparently one of the persons listed in the group. When it was closed down there were photos posted of persons mainly residing on the Chancellor and Rex Nettleford Halls. On Tuesday, the site was re-launched and was hacked into again by another individual who was also listed on the site.

On the site, the persons being slandered were listed as 'whores of the past', 'current whores' and more. Information posted ranged from allegations of extensive promiscuity among females, abortion, or as it was posted 'dash whe belly' and homosexuality, womanising ways and the granting of questionable sexual favours to females, on the part of the targeted males. There were also postings about males who boasted rather small private members.

One of the programmers who shut down the page by hacking into Facebook said it was creating quite a buzz in cyberspace with membership and viewers soaring to over 200 in a matter of hours.

The computer whiz said after hacking into the site and shutting it down, he got a hold of an email address that seemed to have belonged to the original creator of the troublesome group.

"I got an Internet Protocol (IP) address through that email and it traced back to UWI Mona campus. So whoever created the group did so from that location," he said. "I have not pinpointed who it is exactly or which of the halls that person is from but I'm still looking into it."

The hacker said that when he deleted the group on Tuesday, there were approximately 70 photos posted of people who were both past and present students and users were leaving nasty comments left, right and centre.

"I deleted the photos because a lot of those people are working professionals now. They have their careers and are settled and that stuff could be damaging for them," the hacker said.

Vishwanauth Tolan, newly elected guild president, said they are aware of the situation and termed it as very childish and irresponsible. The guild president said while they have not confirmed that an actual UWI students created the group, nonetheless, it was very disappointing and damaging for both the persons slandered and the university's image.

"We are going to make a statement to our students about the situation before the week ends," Tolan said. He said that the guild would play its part in assisting the administration and any other authority that may be brought in to investigate the matter.

Tolan continued that if it is confirmed that the perpetrators are indeed students, the guild constitution also allows for them to be barred from all guild services and activities, including the bus service and the UWI Student's Union. The UWI Administration may also enforce further penalties.

Jamaicas' Broadcast Commission requests better measures to block minors from X- and A-rated channels

The Broadcasting Commis-sion (BC) yesterday issued a circular requesting that all subscriber television licensees (STV) implement measures to prevent minors and others from gaining unintended access to X and A rated channels.

The commission also confirmed reports that some of the methods currently being used have proven inefficient and children sometimes do gain access to these adult channels.

STV operators have been ordered to implement the following procedures:

1. A-rated channels like the dancehall channel and X-rated channels like Playboy must not be packaged with any other channels.

2. Persons must not be given X- and A-rated channels automatically but must first be instructed on how to enter a personal code to protect the content from un-authorised access by minors or other members of the household not wishing to gain access to the content. Verifiable records should be maintained within the premises of the licensees that such instructions had been provided.

3. Only the registered owner of the main cable account should be allowed to authorise the activation of access to A-rated and X-rated channels.

4. Operators whose systems are affected by the loss of encryption to X-rated channels, as described above, are required to conduct an investigation and address this problem immediately.

STV operators are required to take the steps to implement these procedures immediately, and implementation is to be complete by June 1.

The measures are intended to ensure the protection of children and other persons who may gain accidental, unwanted or unauthorised access to these classifications of programming.

This move by the commission follows a number of similar moves to protect minors and to improve service delivery and quality in the broadcasting sector.

Computer programmer sentenced for ganja

A computer programmer who was caught trafficking 94 pounds of ganja in a car he had rented, was sentenced to 30 days at hard labour and fined over half a million dollars when he appeared before the Montego Bay Resident Magistrate's Court yesterday.

Clarence Howard of Kent Avenue, St Catherine, was sentenced after pleading guilty to possession, dealing in and trafficking ganja.

Defence attorney Adrian Dayes pleaded with Resident Magistrate Viviene Harris to consider a non-custodial sentence for the accused claiming that his client 'embarked on a venture that would put him in better financial standing' as he was faced with some outstanding debts. He also asked the RM to be lenient for the sake of Howard's four children who are all minors.

However, RM Harris said she did not hear any arguments in the mitigation plea that could persuade her not to send the accused to prison. however, she lowered the custodial sentence and increased the fines to show her displeasure of the accused man's actions.

He was fined $15,000 or three months for possession, $150,000 or six months for dealing and $350,000 or six months for trafficking ganja.

The facts are that on April 17 about 11 p.m, the police stopped a car being driven by the accused along the Montpelier main road. The car was searched and the ganja found in the trunk.

Performing live will be critically acclaimed artists Beenie Man, Queen Ifrica, Cocoa Tea, Mighty Sparrow, Alison Hinds, Tarrus Riley, Dean Fraser, Calypso Rose, Tony Rebel, Gramps Morgan, Lt. Stitchie, Awilo-Soukous Band, Barbee, Mutabaruka, D'Angel and Duane Stephenson.

Scholarships Established in Honor of Reggae Radio Pioneer Clint O'Neil

MIAMI - Jamaica Awareness Inc. ("JA"), the community organization largely credited with pioneering reggae concerts in South Florida, has established two scholarships in honor of a legendary member of the South Florida media, the late Clint O'Neil – the man regarded as the pioneer and "godfather of Caribbean and Reggae radio."

Clint O'Neil, or "Clint O," a founding member of Jamaica Awareness, and a close friend of reggae legend Bob Marley, has attained the status of a cultural icon in Caribbean, radio, and entertainment communities across the globe; responsible in large part for introducing reggae and Marley to US and international audiences. As with all reggae artistes after him, it was a de rigueur rite of passage and practical promotion for Marley to "seat in" with Clint at the studios of WLRN; sharing knowledge and anecdotes, interspersed with Clint's trademark laugh – a legend in its own right.

Clint O'Neil

His radio program "Overnight with Clint O'Neil" on WLRN 91.3 FM in Miami, which ran from 1978, until his sudden passing in 2004, was a staple of listening fare for anyone interested in – let alone serious about – reggae and other Caribbean music. In terms of reggae education, Clint O's radio show was, in fact, "Reggae 101" for artists, audience, music lovers, music selectors and collectors, and Clint "O" was the revered dean of the faculty.

The scholarships of $1500 each will go to students of Caribbean heritage and will be disbursed in the following areas of study, namely, Communications and Cultural Arts. To be eligible, the applicant has to be a current high school senior attending school in the United States with a letter of acceptance from a Historical Black College or University (HBCU).

The scholarships and the announcement of awardees will be two highlights of a year-long series of events marking the 25th Anniversary Celebrations of Jamaica Awareness, a community tax-exempt non-profit organization. The scholarships will be awarded at a presentation ceremony at Culturama, an event celebrating Caribbean Emancipation and Jamaica's Independence to be held in August 2009.

Other features of this year's activities are award-winning plays, cultural concerts, and the institution of a summer program for 11-18 year-olds.

Slightly Stoopid, hip-hop legend Snoop Dogg and Reggae's favorite son Stephen Marley will team up for this summer's BLAZED AND CONFUSED tour. The three acts are joining forces for the first time to create the summer soundtrack of 2009. Look for announcements about line-up additions and new dates in the months leading up the tour.

Set to kick off July 10, the month-long BLAZED AND CONFUSED trek will bring together a mix of music featuring rock and blues, hip-hop and reggae. Pre-sale tickets for the outing are on sale now via http://slightlystoopid.frontgatetickets.com starting as low as $20.

As Snoop says, this tour will reunite him with "his nephews" Slightly Stoopid. "We're gonna go out and just basically give the people a good time," Snoop says. SLIGHTLY STOOPID: The Ocean Beach, CA group illustrates the perfect underground success story and is proof that with hard work, new technology and file-sharing, die hard fans (known as Stoopidheads or Ese Locos), and the right music anything is possible. Described as a fusion of acoustic rock and blues with reggae, hip-hop, and punk, Slightly Stoopid--Miles Doughty (guitar, bass, vocals), Kyle McDonald (guitar, bass, vocals), Ryan "RyMo" Moran (drums), C-Money (trumpet, keyboards), DeLa (saxophone), and Oguer "OG" Ocon (congas, percussion, harp, vocals)--formed in 1995 and were signed by the late great Sublime frontman Brad Nowell to his Skunk Records label when Miles and Kyle were still in high school. CHEF MAYRA'S ZUCCHINI WALNUT BREAD

Zucchini is one of the most common summer vegetables, but, unfortunately, I'm not that fond of it. Zucchini bread is a whole different story, though. INGREDIENTS 3/4 cup whole wheat pastry flour 3/4 cup unbleached white flour 2 tsp. baking powder 1/4 tsp. baking soda 1/4 tsp. sea salt 1/2 tsp. ginger 1/2 tsp. cinnamon 1/4 cup light walnut oil or safflower oil 1/2 cup maple syrup 1/4 cup plain soy milk 1/4 cup apple juice 1 cup grated zucchini 1/2 cup walnuts, toasted and chopped Preheat the oven to 350 degrees. Oil a standard loaf pan. Set aside one tablespoon of grated zucchini for garnishing the top. Mix dry ingredients in a large bowl. Whisk wet ingredients in a medium bowl and add to dry. Stir just enough to incorporate all ingredients, then srit in zucchini and nuts. Transfer mixture to loaf pan and distribute remaining zucchini over the surface. Bake until golden, about 45 minutes. Allow loaf to cool in pan for about ten minutes, then turn out and let cool on a wire rack. 'Til next week……. THE 3RD ANNUAL REGGAE MUSIC ACHIEVEMENT AWARDS SET FOR JUNE 14TH, 2009

The 3rd annual Reggae Music Achievement Awards, produced by community pioneer and long-time radio programmer, Delroy Sterling, is set to take place on June 14th, 2009 at the beautiful Crown Plaza Hotel in Toronto's Airport district. The third installment of this most anticipated awards ceremony for Canadian artists boasts many upgrades to last year's ceremony including swag bags for all presenters and award winners, attendance and performance by legendary artist George Nooks, as well as a surprise radio jock from one of Jamaica's top radio stations. "This year, the goal is to do things bigger and better than how we did things last year", said Mr. Sterling. "We are going to show Canada, and the international Reggae community the talent we have here by honoring them with these prestigious awards." Mr. Sterling also points out that the awards are purposely being held during Black Music Month, in honour of all of the pioneers of Black music from around the world. Several of the players formed the original Wet City Rockers and currently back reggae legend Winston Jarrett as the solid Foundation Rockers. DLI members have also played with reggae greats such as Prezident Brown, Wadi Gad, Lutan Fyah, and ADX, and have shared the stage with Midnite, Rankin' Skroo, Dezire, Clinton Fearon, the Itals, Fishbone, Buju Banton, Groundation, Yami Bolo, and Israel Vibration.

GIANT PANDA GOES GREEN: NY Sextet Embarks on Massive U.S. Tour in Eco-Friendly Van
Giant Panda Guerilla Dub Squad will be performing at Rothbury, Reggae On The Rocks, and Wakarusa this summer. In May, the sextet will play five east coast shows with the Easy Star All-Stars.

GPGDS had their touring van converted to run on waste vegetable oil this past January.

GPGDS played 180 shows in 2008, including performances at Wakarusa, and Mountain Jam. 2007 highlights include a three-week stint in Jamaica, numerous national tours, and a concert at the Metropolitan Museum of Art (NYC). Formed in 2004, this Rochester, New York-based group has made a name for themselves through hard work on the road. GPGDS plays an eclectic blend of roots reggae, dub, and afrobeat; their impeccable musicianship and explosive live show have received widespread acclaim.

April 17
1951:	Uncle T (Trevor James), producer of CHAMPION label, younger brother of Lloyd James aka King Jammy, is born.
1976:	Sizzla (Miguel Collins) is born in August Town, Kingston, Jamaica.
1987:	Carlton Lloyd Barrett aka 'Carlie' passes away at the age of 36. (b. December 17, 1950) Carlie was shot dead in front of his Kingston home. Jamaican police had arrested his wife, Albertine, and her lover, a taxi driver named Lenroy, and charged them with the slaying.

The Warrior of Light can afford to live each day different from the next.

He is not afraid of crying over old regrets or feeling happy at new discoveries.

When he feels that the hour has come, he casts everything aside and departs for the adventure he has dreamed so long about.

When he understands that he is at the limit of his endurance, he leaves the fight, without feeling apologetic for having done one or two crazy and quite unexpected things.

The story below illustrates what I mean.

A man in quest of sanctity decided to climb a high mountain with just the clothes on his back and remain up there meditating for the rest of his life.

Soon he realized that one set of clothes was not enough, because it would get dirty very quick.

He descended the mountain, went to the nearest village and asked for other clothes.

Since everyone knew that the man was in quest of sanctity, they handed him a new pair of shoes and a shirt.

The man thanked them and climbed back up to the hermitage he was building on the top of the mountain.

He spent the night putting up the walls and the days in meditation, eating the fruit of the trees and drinking the water of a nearby spring.

One month later he discovered that a mouse was chewing the extra clothes he had left to dry.

Since he wanted to concentrate only on his spiritual duty, he went back down to the village and asked them to find him a cat.

The villagers, in respect for his mission, satisfied his request.

Another seven days and the cat was almost dying of starvation because it could not eat just fruit, and there were no more mice in the place.

He went back down to the village for milk; as the villagers knew it was not for him – after all, he resisted without eating anything other than what nature offered him - once more they helped him.

The cat finished the milk quickly, so the man asked them to lend him a cow.

Since the cow gave more milk than was needed, he began to drink it too, so as not to waste it. In a short time – breathing the mountain air, eating fruit, meditating, drinking milk and doing exercises – he turned into a model of beauty.

A lovely girl who climbed the mountain looking for her lamb fell in love with him and convinced him that he needed a wife to look after the house while he meditated in peace.

The man spent three days fasting, trying to know which was the best decision to make.

Finally he understood that marriage is a blessing from above, and accepted the proposal.

Three years later, the man was married, with two sons, three cows, an orchard of fruit trees, and he ran a place for meditation, with a huge waiting line of people who wanted to know the miraculous "temple of eternal youth."

When someone asked him how all that had started, he would say:

"Two weeks after I arrived up here, I had only two garments. A mouse began to chew one of them, and..."

But no-one was interested in the end of the story; they were sure that he was a wise businessman just trying to invent a legend to be able to raise even higher the price he charged the lodgers at the temple.

But like a good Warrior of Light, he did not bother about what others thought; he was happy because he was able to transform his dreams into reality.

Many of the world's most resource-rich nations also have the most devastatingly poor citizens. Behind closed doors, countries selling oil, gas and minerals are making incredible profits, but the money remains in the hands of the already wealthy.

For example, in Peru minerals account for 50 percent of the country's income, but 44.5 percent of its people live in poverty. Governments need to be held accountable for natural resource corruption. »

A recent report shows that the World Bank and International Monetary Fund (IMF) have not followed through in their efforts to disclose government earnings.

If our global watchdogs will not help the poor, at least the U.S. can do its share. Congress is considering the Extractive Industries Transparency Disclosure (EITD) Act, which would obligate U.S. companies to disclose how much they pay foreign governments for oil, gas and minerals.

The EITD Act will expose those governments who exploit their citizens to make themselves wealthy off their natural resources. Tell your congressperson to stop ignoring governmental exploitation of citizens and pass the EITD Act! »

HARARE, 20 March 2008 (IRIN) - Zimbabwean police can now access polling
stations, according to recent changes made to the electoral law. This
could intimidate voters, say concerned civil society groups. General
elections are scheduled to be held in Zimbabwe on 29 March.

The Electoral Act was amended to allow police and electoral officials to
assist illiterate and physically incapacitated voters, according to the
official daily newspaper, The Herald. Before the amendment, police
officials were only allowed up to 100m of a polling station.

The Zimbabwe Election Support Network (ZESN), an electoral monitoring
organisation, told IRIN the new regulations would undermine voters'
confidence in the electoral process.

"Further, voters requiring assistance to cast their ballots should be
able to designate a person of their choice to help them mark their
ballot," said Noel Kututwa, ZESN chairman.

Munashe Gore, an activist who advocates for the rights of the physically
handicapped, said he would not cast his vote in the presence of
electoral officials and the police. "I have always relied on my
assistant who knows almost all my secrets. I would only be happy for him
to assist me with the voting exercise. I am therefore not going to vote
because I do not want to endanger myself because I support the opposition."

The government however maintained that the police were being allowed
into the polling station to protect the electorate. "We have to protect
our voters from saboteurs," said Zimbabwean Information Minister
Sikhanyiso Ndlovu, and dismissed the ZESN as "part of the opposition
attempting to denigrate the government."

The amendments to the electoral law were designed to "intimidate"
voters, according to Lovemore Madhuku, chairman of the National
Constitutional Assembly, a consortium of Zimbabwe's civic groups.

A faction of the main opposition party, the Movement for Democratic
Change, described the changes to the electoral law as "an assault" on
the Southern African Development Community (SADC) political process led
by South African President Thabo Mbeki, who was mandated by the SADC in
March 2007 to find a solution to Zimbabwe's economic and political crisis.

Zimbabwe is suffering from the world's highest inflation rate, of around
100,000 percent. The government blames sanctions imposed by some western
countries for its economic problems.

Free and fair?

The SADC team in Zimbabwe said it had found the conditions on the ground
were conducive to the holding of free and fair elections. "The
administrative arms of government are all working, everybody who is
supposed to contribute to the election is doing his or her duties
unhindered," Jose Marcos Barrica, Angola's Minister of Youth, Sport and
Culture and head of the SADC observer mission told the local media
recently.

US-based Human Rights Watch (HRW) in a report released this week claimed
restrictions on campaigning, flawed electoral procedures, the
politicisation of the distribution of agricultural equipment and food,
an overwhelmingly pro-government media bias, arrests, and intimidation
of the opposition precluded the possibility of holding free and fair
elections.

"This is just a lie - total lie," commented Ndlovu, Zimbabwe's
information minister. "We are a respectable country - we are a sovereign
state and we uphold human rights - what right does anyone from outside
have to question us?

"We have an extremely peaceful atmosphere here," he added. "In fact, the
opposition has been tearing down the ruling party's posters down. There
is no intimidation. If anyone is facing problems they should come to me,
it is my job as the information minister to protect everyone."

The HRW report urged SADC in particular, to "evaluate the political
context in which these elections are being held as well as the electoral
process as a
whole, and should promptly and unequivocally condemn serious breaches of
international and regional standards".

SADC, it said should ensure that there are "consequences" for the
government of Zimbabwe if it again flouts its international commitment
to hold free and fair elections. Another round of flawed elections
should not be seen as "business as usual" in relations between the SADC
and the government of Zimbabwe.

Voters should decide elections--not politicians. And members of the Congressional Black Caucus should amplify the political voice of their constituents, not silence it. Join us in demanding that the CBC to listen to the voters. Tell them to vote with the people, not against them:

Voters in almost all the districts represented by the CBC have chosen Obama, helping him win more delegates than Clinton. But only some delegates vote based on the results of primaries. A fifth of the delegates that will vote at the convention -- and decide the nomination -- are "superdelegates" that can technically vote however they like, regardless of what the voters say.⁶ These superdelegates are members of Congress, senators, governors and Democratic party insiders. In a contest this close, they have the power to overturn the will of voters, and decide the outcome.

Representatives Jesse Jackson Jr.,⁷ John Conyers,⁸ Eleanor Holmes-Norton,⁹ and others have called for superdelegates to listen to the voices of those they claim to represent, but we need to convince their colleagues to do the same. At least 11 Black members of Congress might cast their superdelegate vote for Clinton, even though their districts voted for Obama. Many endorsed Clinton, typically before any voting had taken place. But even after their constituents showed an overwhelming preference for Obama, most are refusing to say what they'll do as superdelegates.¹⁰

In 2000 and 2004, CBC members stood up to defend the rights of Black voters that had been disenfranchised. It would be a disgrace for its members to now undermine the votes of the Black people they represent. Rarely have Black voters across the country been so unified behind a particular candidate. If CBC members vote against their constituents, it will diminish the power of Black voters in a historic election that could result in our country's first Black president.

It will take courage and conviction for CBC members to break with back-room politics and stand up for democracy. But we must demand it. Please join us:

As a super delegate, I decided I had to speak up now to separate myself from the idea that is afoot for the first time that super delegates, especially those who have not announced their choice, could or should decide our nominee under some circumstances. The notion that a candidate who has not earned delegates could become the Democratic nominee for president is at odds with the democratic principles of our party reforms. Super delegates were never intended to allow the return of smoked-filled room, behind the scenes selection of our candidate. I have carried a banner for a democracy of the District of Columbia too long to depart from principles of democracy within my own party.¹¹

Here's Donna Brazile (a strategist who ran Al Gore's campaign and has a position with the DNC):

If 795 of my colleagues [the other superdelegates] decide this election, I will quit the Democratic Party. I feel very strongly about this.¹²

Kingston, Jamaica:- In 2005, the message of African unity rang out across Meskel Square in the Ethiopian capital Addis Ababa, with over 300,000 participating in the musical and cultural revolution. This year, the salubrious shores of James Bond Beach in Oraccabessa will witness a historic gathering come Saturday, February 23, with the historic Jamaican staging of Smile Jamaica-Africa Unite.

The combined show will offer a rare - in fact unprecedented - opportunity to see the current generation of the Marleys all on stage at the same time, each of whom has established – to varying degrees – a viable career in his own right. Stephen, fresh from his success at the Grammy awards, has added solo artiste to his portfolio of producer; Damian Jr. Gong Marley has also made the trip to the Grammy podium, for his Welcome to Jamrock album (co-produced by Stephen), and has scaled the heights of the Billboard charts, and toured with the likes of U2; Ziggy, whose latest CD, Love Is My Religion, and who has collaborated with leading-edge artistes from around the world, as Julian; Ky-Mani having established himself as a dual threat – actor and singer - focused on his music in 2007. His first album in five years, Radio, and the lead single One Time, returned Ky-Mani to the Billboard charts.

But the Smile Jamaica-Africa Unite concert is far more than a one-time event or a temporary injection of funds. The concert makes direct and indirect economic contribution to the environs of the event area and the town of Oraccabessa. The event draws visitors and participants from around the world, bringing welcome capital to the area and by extension, to the country. Not to mention the veritable cast of thousands involved in the actual staging of the event.

Beyond economics, the 2008 staging of Smile Jamaica-Africa Unite at James Bond Beach has added cultural significance. The venue is part of the holdings of Island Records founder and impresario Chris Blackwell, who was instrumental in bringing the music and message – particularly the message of African unity – to a wide international audience. "Where's the beef?!" It was a granny in a 1984 TV commercial that made this cry famous. Now-a-days, there's so much confusion around what's in meat and how it's raised, it would be more appropriate to say "What's in the beef?!"

For example, the federal government is about to approve the term "naturally raised", even though it doesn't mean what you think it might -- that the animal was able to roam freely, graze on pasture, or was physically unaltered. It only means that it didn't get growth promoters, although there's no way to verify even that more limited claim. The existing term "natural" only means that no artificial ingredients were added during processing.

The deadline for comments to the USDA was pushed back -- now is a great time to sign onto this petition »

Tell the USDA the current "natural" and "naturally raised" labels are misleading, fall short of consumer expectations, and will only add to marketplace confusion. They should be withdrawn.

Below is the content of the resignation letter that was submitted today:

January 28, 2008

Dear Mayor Kilpatrick,

I would first like to thank you and the citizens of Detroit for the opportunity to have worked for the city that I love so much over the past six years.

Serving as Chief of Staff for the Kilpatrick administration since 2002 has been an honor and a privilege. I was born and raised in Detroit and my childhood goal was always to serve my city. I came back home after college to do just that. Serving our citizens and helping to transform Detroit into an even greater city is what I've been dedicated to everyday since January 2002.

As Chief of Staff, I managed key city departments in such areas as human services and labor relations as well as administering the day to day operation of the Mayor's office. I've served the administration and Detroit citizens with diligence, strength and perseverance and I hope that my efforts will one day show through above all else.

In spite of this, however, I believe that it is clear I can no longer effectively carry out the duties of Chief of Staff. Therefore, this letter serves as my resignation effective, February 8, 2008 to allow for an orderly transition of my duties with the new chief of staff. I painfully regret the devastation that the recent reports have caused to the citizens of Detroit, to my co workers, to the Mayor's family and to my family and friends.

Again, I thank you and the citizens of Detroit for the opportunity to serve.

Statement from Sharon McPhail about the Appeal

This has been a very frustrating week which has highlighted the potential for abuse that exists when one party to a lawsuit is also able to provide their own unchallenged version of that lawsuit to the public.

The city is in the unenviable position of being a defendant in a lawsuit brought by plaintiffs – in this case the Detroit Free Press and the Detroit News – who then have provided the only public accounts of that lawsuit. They own the printing presses. They have hundreds of thousands of readers. The city does not. As a result, readers receive only one side of the story.

Nevertheless, we have carefully reviewed Judge Colombo's decision in the lawsuit brought by the Detroit Free Press and Detroit News. After that review, the Mayor has decided to ask the judge to release some of the documents in question while appealing portions of his ruling.

Michigan court rules require confidentiality for any documents or information exchanged during mediation. This privacy is necessary so that all parties can communicate openly toward an agreement. The possibility that personal documents – whether financial records, health records or other information – might become public would have a chilling effect on any mediation.

When you are trying to settle a case you may have to produce medical records or financial records in the privacy of the mediation. But you would not want those personal records released to the public or published in a newspaper once an agreement has been reached. The court rules are set up to guarantee the individual's right to privacy while encouraging movement toward a settlement.

It is for that reason that the city is appealing the court's ruling relative to the sealed deposition of Michael Stefani, the plaintiff's attorney, the order allowing Free Press attorney Hershel Fink to tape record the sealed deposition even though we were not allowed to tape it, and certain exhibits in the Stefani deposition.

This decision was made more difficult by the unavailability of the documents that are at issue in this case. Judge Colombo's order prevented us from obtaining copies of those documents and, thus, we were required to make this decision without the benefit of a review of the documents or a transcript of the Stefani deposition.

We have talked to the attorney who drafted the confidentiality agreement and he believes the agreement and the two documents related to it that we are urging the judge to release could have been either a private agreement or a part of the public record regarding the settlement.

Therefore, the Mayor is asking the judge to release three documents:

1. An agreement in which the documents involved in the mediation were put in a safe deposit box until the agreements were signed,

2. The document the mayor signed accepting City Council's approval of the settlement and

3. the confidentiality agreement itself which was signed by Michael Stefani on behalf of his clients, which acknowledges that the documents in question were personal and private.

I hope that this will put to rest media speculation about the existence of any "secret" deals. In fact, no secret deals exist or have ever existed. The decision to pay a jury verdict in any case is one that is discussed and reviewed dozens of times before any action is taken. Initial reactions to any jury verdict always give way to thoughtful consideration of the best route to protect the city's interests. So it was with the decision to pay the settlement in the Brown/Nelthorpe case.

In fact, at the time many on the City Council, in the media and in the public at large were very strongly urging that the city settle the case once and for all without any appeal. That is what we did.

It is important to note that none of the documents involve the so-called text messages that have been the subject of such fevered media coverage in recent days. Any suggestion that they were involved in this in any way is false.

Mayor Showcases Investment Made For City Operations

Mayor Kilpatrick visited the Department of Public Works Russell Ferry Garage to rollout a new partnership between the city's General Services Department and the Genuine Parts Company NAPA program designed to make city vehicle repair more efficient with a partnership between the city's.

Mayor Kilpatrick showed-off two new vactor trucks recently purchased for $300,000 each by the Detroit Water and Sewerage Department (DWSD) to clean blocked catch basins, flooded streets and flooded basements. The Mayor also unveiled DWSD's state-of-the-art control center.

Mayor Kilpatrick on Friday also cut the ribbon at the Greater Resource Recovery Authority's newly refurbished Southfield Transfer Station. This new transfer station will provide residents and commercial haulers with a convenient drop off point for their trash. More than $3.5 million was invested by the Kilpatrick Administration on six state of the art compactors and other facility enhancements. The new facility can receive as much as 1,500 tons per day. The transfer station is open Monday through Friday from 8:00 a.m. until 6:00 p.m.

Mayor Kilpatrick urges "No" vote on HR 2176 & 4115;
says new off-reservation casinos threatens Detroit's comeback

Testifying before the House Resources Committee on Wednesday, Mayor Kwame Kilpatrick sought to defeat proposals to authorize two new off-reservation Indian casinos outside his city, saying that the proposed casinos undermined $1 billion in new investment and close to 10,000 Detroit jobs.

"There is real optimism about the future of our city," Mayor Kilpatrick said Wednesday. "There are signs of growth and recovery throughout Detroit. These dramatic improvements to the City of Detroit are not just happenstance. A very prominent economic driver to these accomplishments has been the establishment of three casinos within the City's boundaries. This was the intention of voters statewide in Michigan when they approved casinos for Detroit in 1994," he said.

"The people of Michigan have spoken very clearly that they approve of three private Casinos in the city of Detroit. They spoke again in 2004, amending our state's constitution, to require that future efforts to open Casinos be brought back before voters. Congress should not approve of this clear effort to short circuit our process and mandate off reservation casinos," Mayor Kilpatrick concluded.

Below are excerpts from a commentary that appeared in a recent edition of The Michigan Citizen. It's an interesting perspective you should take time to review.

"...With the power of media comes responsibility that allows readers to understand the issues, evaluate the facts and make decisions.

Although fair and unbiased has proved to be a lofty goal for all, it is a standard by which journalists hold themselves.

In printing its most recent attack on the Mayor, the Free Press showed blatant disregard for such journalistic integrity using the headline "A $9-million lie," and calling for Kilpatrick's resignation.

No legal charges have been made, no formal complaints filed, no investigation from sources other than the unnammed that provided the Skytell messages.

Were the messages obtained legally? Ethically? Who knows. Are the messages complete? Edited? Doctored in any way? Who knows.

Media ethics demand reporters restrain themselves from rushing to judgment or implicating guilt where none has been found. Typically newspaper and television reporters commit to language such as "appears to be," or "alleged" in an attempt to uphold these ethics. Until perjury or other misconduct is proven in a court of law or, at least charged by law enforcement, that person is innocent of a crime. Abuse of power is not restricted to the Mayor's office. The news outlets have charged Kilpatrick with perjury based solely on their findings.

In addition to The Free Press' reports regarding text messages, they have run several front page stories and editorials concerning the $8.4 million paid in the Whistleblower settlement. The funds used to pay out that settlement could never have gone to the schools, or to libraries, or to pave roads. The city of Detroit is self insured and covers its own liabilities from funds budgeted..."
